THE ACTIVE TRANSPARENCY OF THE MINISTRIES IS STAGNATING, AND THE MUNICIPALITIES HAVE MINIMAL IMPROVEMENT

Today, July 10, 2023, the Center for Civil Communications announced the regular annual ranking of institutions according to the Index of Active Transparency, that is, according to the proactive publication of public information, which includes 98 institutions, that is, the Government and all ministries and municipalities. The index shows the following key aspects:

- In 2023, the average active transparency score of the government, ministries and municipalities stands at 76% (from maximum possible 100%) and has improved by only 3 percentile points compared to last year (from 73% to 76%).

Во земјава недостигаат 340 пожарникари, а противпожарните возила што ги користат се просечно стари по 27 години. Слично е и кај амбулантните возила кои ги имаме 263, просечно стари по 12 години, а само 30 од новонабавените вакви возила се нови, додека другите се купени „на старо“. Ова се резултатите од нашите најнови истражувања и бази на податоци на сите амбулантни возила и возила за противпожарна заштита, како и за бројот на пожарникари во сите 34 единици во земјава, објавени денеска.

More than 400 million euros of public procurement contracts were concluded in procedures where there was only one bid

Today, May 29, 2023, the Center for Civil Communications (CCC) published the Report of the regular monitoring of public procurements carried out from January to December 2022, which also includes the results of the survey of companies on their experience in participating in public procurement procedures and analysis of the procedures before the State Commission on Public Procurements Appeals.

Key findings from the research include:

- Every third public procurement contract in 2022 was awarded in a procedure marked by participation of only one company. It is a matter of 9,305 contracts, in total value of 26 billion MKD (427 million EUR).

The goal of this document for public policies is to summarize the key risks from corruption and the recommendations for overcoming them that have been determined by monitoring the public procurements of municipality and local public companies which was conducted on the base of a unified methodology by 8 non-governmental organisations in 8 municipalities in the country: Bitola, Kichevo, Kumanovo, Negotino, Strumica, Tetovo, Chair and Shtip.
