Today, 11.09.2019, the Center for Civil Communications (CCC) published its research titled Law or Politics: Selection of Management and Supervisory Board Members at State-Owned Enterprises. This research is accompanied by an open database containing information about members of management and supervisory bodies at the 30 biggest state-owned enterprises in the country.

Key findings include the following:

• The government and the local self-government units do not have an official document that regulates the process for selection of members to governing bodies at public enterprises established by them. In the capacity of founding entities, they do not announce open calls for selection of members to governing bodies at state-owned enterprises, do not verify qualifications of potential candidates, and do not conduct interviews with potential members.
• The comprehensive research conducted at founding entities and enterprises established by them was unable to determine which criteria and what procedures are in place for the government and the municipal councils to appoint individuals as members of management and supervisory boards. Given the overall opaqueness of this process, justified concerns are raised that lists for appointment of management and supervisory board members at state-owned enterprises are compiled outside institutions, i.e. within political party camps.
• Persons appointed as management board members at the biggest state-owned enterprises include political party supporters, sector heads/directors at other state-owned enterprises, state administration employees, accountants from private companies, school secretaries, pedagogies, psychologists, and even petrol station manager, jewellery shop owner, etc.
• Only one third of supervisory board members hold degrees in economics and relevant knowledge and experience in the area of financial and accounting operations.
• In the case of some state-owned enterprises, neither the founding entities nor the enterprises themselves dispose with work biographies for members of their respective management and supervisory boards.
• The amount of remuneration awarded to board members ranges from 800 MKD per session held, as observed with PUE Komunalec Prilep, up to 27,000 MKD per month, as awarded to the supervisory board chair at PBE Macedonian Radio-Television. On annual level, the highest amount of total costs for board members is observed with PE Water Supply and Sewage - Skopje, in the amount of 2.2 million MKD, i.e. around 36,000 EUR.

Денеска, 3 јули 2019 година, Центарот за граѓански комуникации (ЦГК) ја објави базата на податоци на сите амбулантни возила во земјава (санитетски и возила за брза помош). Базата на податоци открива дека во земјава има вкупно 183 амбулантни возила, со кои располагаат 47 здравствени институции. Просечната старост на овие возила се 11 години и дури 53% се добиени како донација или на користење од друга здравствена институција.

Најмногу амбулантни возила има во Скопје, 30 и во Охрид и Битола по 12. Следат Велес и Куманово каде што има по 8 амбулантни возила. Двете најстари возила се од 1988 година, а најупотребуваното има поминато дури 1 милион и 360.000 километри.

За споредба со амбулантните возила, министерствата и општините (според базата на податоци што Центарот за граѓански комуникации ја објави во октомври 2018 година) имаат на располагање 2.645 патнички возила, што значи дека на секое 15-то патничко возило доаѓа по едно амбулантно возило.

Базата на податоци е изработена врз основа на добиени одговори на барања за слободен пристап од сите 90 здравствени институции во земјава.

Податоците од оваа база се ставаат на располагање во отворен формат за да послужат како основа за натамошно користење и истражување. Во крајна линија, целта е сите заедно да придонесеме за подобрување на квалитетот и условите за живот во земјава.

Оваа база на податоци е дел од предвидените десет истражувања и бази на податоци за трошењето на јавните пари кои ќе се реализираат во рамките на активноста Јавно трошење за јавно добро, поддржана од Проектот на УСАИД за граѓанско учество. Today, 11 June 2019, the Center for Civil Communications published the ranking list of institutions under the Index of Active Transparency, which concerns proactive publication of public information for the year 2019 (March 2019) and covers all ministries, the Government and municipalities. The Index shows some key aspects, as follows:

-In 2019, active transparency of ministries and municipalities remains very low, although it is marked by an increase compared to last year. The compliance rate with obligations on proactive publication of information for all 97 institutions accounts for 56% (from possible 100%) and is increased by 12.5 percentile points compared to last year (when the average compliance rate stood at 43.5%).

-For the third year in a row, proactive publication of information by ministries shows a trend of increase and they demonstrate a significantly better track record compared to municipalities which, after two-year trend of decline, are demonstrating improvement in terms of active transparency. Average rate of active transparency accounts for 77.6% among ministries and 51.7% among municipalities.

-Bitola maintained its overall first rank from last year, while the best ranked among ministries this year is the Ministry of Agriculture, Forestry and Water Economy, as the second ranked institution overall. As regards regions across the country, the East Region has taken the primacy from last year’s top ranked Pelagonija Region, with the Skopje Region dropping to the bottom of this list.

-Both ministries and municipalities publish the least information on their respective financial matters, whereby the compliance rate among ministries stands at 57% and among municipalities it accounts for only 26% of information they are obliged to publish.

-As regards the response rate to requests submitted to all institutions under the instrument for free access to public information on the same day and with the same contents, municipalities responded thereto within an average deadline of 21 days (last year it was 20 days) and ministries responded within an average deadline of 34 days (last year it was 41 days). Unlike last year when all institutions responded to information requests, this year as many as 12% of institutions did not disclose information requested.

The Index of Active Transparency is developed as part of the activity Public Spending for Public Good, supported under the USAID Civic Engagement Project.
